The First Page Bid Estimates Report lists your top 100 keywords sorted by Google’s First Page Bid Estimate, then compares these to the current MaxCPC for those keywords. Any which are below the FPBE are highlighted in red in the ‘Increase Required” column.

Keywords which require an increase may have very low impression counts, due to either low bids or low quality score. Often keywords and their ads can appear on the first page of Google results even with bids below the first page bid estimate, so verify the Average Position (provided) before increasing your bids.
